[edit] Biography
Hugh Bliss, Pristmatology and the Prismatology-book "Emetcis" were first mentioned in Culture Shock, the first episode. However, Hugh Bliss wouldn't appear until the next episode, Situation: Comedy. He is the apparent host of the TV show "Who's Never Going to be a Millionaire" on WARP. He also shows off his ability to change colors and read minds. He also becomes on the front page of Sybil Pandemik's "Alien Love Triangle Times".
He later appeared in Abe Lincoln Must Die! continuing to sell his Emetics book at the Esperanto bookstore. He also revealed and showed off his power to appear and disappear. This gave Sam and Max the opportunity to steal his "Free Home Delivery" sign in the emergency election.
Hugh Bliss does not appear in Reality 2.0, though The Internet Wizard looks exactly like him. Additionally, at the end of the episode, Sam and Max came across a codename named "Roy G Biv" (after defeating The Internet); while those two were left to ponder, the camera pointed at the Moon showing Bliss's face (foreshadowing Hugh Bliss's future appearance to the viewers).
In Bright Side of the Moon, when those two discovered Roy G Biv stood for "Red, Orange, Yellow, Green, Blue, Indigo, Violet" and thought of the Rainbow, Hugh Bliss popped in their minds and drove to the moon to confront him. After getting past Superball and achieving some Talismans, Sam and Max confront Bliss; Bliss reveals that his ultimate plan is to hypnotize all the men, women and children in the world to be just like him.
Sam, shockingly enough, does something he virtually never does -- shoot another person (Hugh Bliss)! Bliss is revealed to be made of bacteria and it becomes apparent he is unharmed by bullets (a trait shared by General Skun-ka'pe). He then admits that Max can stop Bliss from achieving his goal; so he removes his Gluttony, Laziness and Violent Anger and separates those 3 emotions into clones of Max taking away his right hand, stomach and tail (changing Max into a completely different person). He then proceeds to successfully hypnotize all the world. Sam and Max then go on a battle with Max's Vices to get those three body parts back -- and win.
When they re-confront Bliss, (who, thanks to Max, is removed from the Mind Control apparatus only to have the world become the World of Max) he reveals that Hugh Bliss is not only made of pure bacteria, but that he is from a colony of aliens who can feed off other people's bliss -- that's why he wants to hypnotize the planet, for an endless food source! Bliss then forces Sam into a series of death traps; with the help of the Talismans Sam acquired, Hugh Bliss ends up being burned by the rocket engine, dying. What is left of Bliss is left in The Office's closet.
He later appears in What's new, Beelzebub? in which he is revealed to be the one who censors all the words said in the world (he does this all from hell) as an FCC agent (the game calls the FCC the biggest division of hell). Strangely enough, he seems to have forgiven S&M for what they did to him. He ends up freeing Grandpa Stinky and Timmy Two-Teeth from Hell.

[edit] Trivia
- Using the Organic Listening Bug on him reveals that he actually knows that Sam and Max were trying to listen in on him.
- Bliss isn't the only character who deflects bullets; the others are General Skun-ka'pe, the Sign Spinner] and Skun-ka'pe's minions. Abe Lincoln is also deflective of bullets in his evil form.
